Jay has extensive experience with health, safety and environmental issues in the oil and gas business, as well as at the well head. A life-long learner, his expertise is in process improvement, cost reduction and operations integration. From strategic planning to sustainability management and regulatory compliance, he knows how to deliver results.

As HSE and regulatory manager for Tecolote Energy, Jay worked closely with operations to develop fit-for-purpose and cost-effective approaches to routine compliance issues. He also worked diligently to integrate safety into all levels of management — driving company TRIR, DART and LIT rates to zero within 12 months.

With Blackbeard Operating, as HSE operations manager, Jay managed a team of diverse HSE field specialists. Once again, he successfully drove TRIR, DART and LIT rates to zero relying heavily on input and support from field management. His group was also responsible for lowering recovery costs per barrel to less than 50% and drove MVA rates to zero within 12 months. At the same time, there were zero dollars in OSHA citations or penalties from state agencies. Jay’s team also internalized multiple functions that were previously outsourced, saving over a million dollars annually.

Jay has a master’s in mechanical engineering from Iowa State, a master’s in biochemistry/biophysics from Texas A&M, and a bachelor’s in biology from the University of Texas. He has experience with several government agencies including the EPA, ODEQ, TCEQ, LDEQ, WDEQ, NDDH, RRC and OCC.
